One of two men accused of shooting a 16-year-old girl at a Central Pennsylvania hotel has been arrested, authorities announced on Thursday, Aug. 31. Joseph Angel Rivera Jr. was apprehended in Victoria, Texas by members of the Victoria City Police Department and US Marshall's Office on July 21, 2023.
