Central PA Landlord Charged With Rape: Police A Lancaster City landlord has turned himself over to the police on charges related to a rape investigation, police announced on Tuesday, Sept. 24.  C. Michael Rohrbach, 76, "was acting in the capacity of a landlord/property manager during the reported assault," in Oct. 2018, the Lancaster City Bureau of Police stated in the release and as dated in the court docket.
