A 44-year-old purse-snatching suspect from Philadelphia was arrested after he allegedly pepper-sprayed his victim at a Bucks County motel, announced in a release on Monday, Sept. 16. Horace Clay was later arrested and charged with the robbery, Bensalem Township police said.
