'Loose Cows' Halt Traffic On I-81 In Both Directions (Video): PA State Police A section of Interstate 81 closed down in central Pennsylvania due to "loose cows on the roadway," Pennsylvania state police—or should we say state cowboys— said on Tuesday. Three "loose cows" fell off a tractor-trailer and halted traffic near mile marker 50 in Cumberland County around 2:30 p.m. on Feb. 22, according to a series of tweets by Trooper Megan Ammerman. Luckily the cows got moo-ving quickly and 15 minutes later all but one cow had exited the roadway, according to Ammerman.
