Drunk Central PA Man Who Struck Dead Woman In Crosswalk Turns Himself In, Police Say Over two months after Emily Compton was struck dead the man accused of hitting her has turned himself in, authorities announced on Thursday, Nov. 2. Douglas Lee Gibb, 64, of Carlisle turned himself over to authorities at Magisterial District Judge Birbeck's office on Oct. 30.  Emily C.
