Kyle Wesley Bartram Charged In Keith Monn's Homicide A New Oxford man has been charged in connection with the death of a Hagerstown native in what Pennsylvania State Police believe was a "targeted" killing.  Kyle Wesley Bartam, 37, has been charged with felony criminal homicide and felony robbery - inflict serious bodily injury in connection to the slaying of Keith Monn, according to his latest court docket and state police.
