A former high school quarterback has struggled with his mental health since he was 19-years-old; he has been in and out of the prison system ever since. A convict has been arrested after he was seen beating another man until he began to have a seizure in a public park, Lancaster City Police announced on Friday, June 7. Michael Shaquin Roane, 33 of Columbia Borough, was arrested on misdemeanor charges of Simple Assault and Flight on Foot, the police said and court records confirmed.
