Mugshot Released Of Philly Murderer Arrested For Killing In York County A mugshot has been released of a convicted murderer under arrest after two people were found dead in South Central Pennsylvania on Wednesday morning, Oct. 9, authorities say.  Rangel Vangas, 53, most recently of York but previously of Philadelphia, was arrested on the scene of the double slaying and charged with two counts of Criminal Homicide, Springettsbury Township police detailed in a release.
