It happened on the 700 block of South 42nd Street around 6:15 a.m., the department said.
Officers were called for an armed suspect and arrived to find the victim in a car with gunshot wounds to his chest, back, and throughout the torso, authorities said.
He was rushed to Penn Presbyterian Medical Center and placed in "critical but stable" condition, police said. A weapon was recovered from the car that the victim was driving, they added.
No arrests had been made as of late Tuesday morning and the incident remains under investigation by detectives, according to PPD.
