Philly Has 3K+ Undeliverable Or Flawed Ballots That May Not Get Counted: City Officials Philadelphia has almost 3,500 mail-in and absentee ballots with issues that could keep them from being counted as of Wednesday, Oct. 30, according to the City Commissioners.
