2 More Arrested For Wild Car Meetups In Philly: Police Two more arrests have been made relating to illegal car meetups in Philadelphia, according to police. Joseph Cavanaugh, 21, of Levittown, and James Hare, 20, of Philadelphia, were arrested on Friday, Oct. 25, the Philadelphia Police Department said.  Both men were charged for their actions at a series of illegal car meetups that took place in various parts of the city beginning at 9:30 p.m. on Saturday, Sept. 21 and ending at 4:33 a.m. on Sunday, Sept. 22, according to police.
