New Local Income Tax Coming To 4 Communities In PA County: Officials Four Delaware County communities are imposing a new local earned income tax in 2025, according to tax officials. Upper Darby and Upper Providence townships and Ridley Park and Aldan boroughs will join other communities in the county that already collect the tax, Keystone Collections said in a Thursday, Nov. 13 news release.
