The city Streets Department employee who was shot in South Philadelphia early on Thursday, Sept. 7 has died from his injuries, police told Daily Voice. The victim, now identified as 21-year-old Masir Williams, was shot in the lower back and left forearm on the 2300 block of Oakford Street, Daily Voice previously reported.
