James Campbell, 13, Charged With Murder: Westmoreland DA A 10-year-old boy is dead and a 13-year-old has been charged with murder in connection with his death, Pennsylvania State Police and the Westmoreland County District Attorney's Office announced on Aug. 2.  James Campbell, 13, of Stahlstown has been charged with criminal homicide and murder in the first degree, court records show.
