Duct-Taped Kitten Leads To Animal Hoarding Bust In Chester County: SPCA The discovery of a 1-month-old kitten wrapped in duct tape led animal cruelty investigators to "dozens of animals living in horrific conditions" in Coatesville, according to the Brandywine SPCA.  Animal Protective Services officers were responding to a call about a stray dog last week when they found the kitten with an untreated and infected severed front leg, the SPCA said.  The kitten, who officials said is named Roo, underwent emergency surgery and needed her leg amputated to stop the spread of the infection, according to the release.  While investigating the suspect…
