SWAT Standoff: Drunken Man Barricades Himself In Philadelphia Basement With Gun (Developing) A drunken man armed with a shotgun barricaded himself in the basement of a home brought a large police presence to the scene in Philadelphia Sunday, June 4. The man reportedly threatened an elderly woman around 4 p.m. on the 15100 block of Milford Street and then refused to come outside, city police said. A barricade was declared just after 4:05 p.m. after the victim was able to escape. The scene was active as of 4:40 p.m.
