Victor Ortiz, 45, followed his girlfriend as she walked to her office in Philadelphia on May 4, US Attorney Jacqueline C. Romero said. Before she reached the office, Romero threw a "caustic substance" at her face and torso, according to authorities.
The assault left the victim temporarily blind in her left eye, scarred across her body, and in severe pain, prosecutors wrote.
Federal officials also believe Romero attached a GPS tracking device to the victim's car. After police located and removed the first device, investigators said Romero was spotted on video trying to attach a second tracker to the vehicle in July.
“The charges against Victor Ortiz allege behavior that is dangerous, terrorizing and abhorrent,” said Romero, noting Ortiz faces up to 40 years in prison for the attack if convicted.
