James Shulski, 35, of Trevose, surrendered to Bensalem police on Tuesday, Jan. 23, authorities said in a release.
Investigators say the teen victim was struck near the Route 1 overpass around 10:15 p.m. on July 6. First responders found him unresponsive in the middle of Street Road and rendered lifesaving aid, but he died from his injuries, police said.
Detectives at the time said he was hit by a driver in a Honda who briefly stopped at the scene but then got back in his car and fled.
Using surveillance footage, police tracked the Honda fleeing west into Lower Southampton and caught its tag number from a license plate reader, the release says.
Police contacted the vehicle's owner and found a gray Honda Accord parked outside, they said. They also tried to speak with Shulski, who lived at the address but "refused to answer any questions," authorities said.
A search warrant for Shulski's cell phone records later placed him at the scene of the crash on the night of July 6, according to detectives. A sample from the Honda's steering wheel also matched a known DNA sample from Shulski, police claim.
The 35-year-old is charged with accidents involving death or personal injury, a felony, according to court records. He posted a $10,000 bond and has a preliminary hearing on Feb. 7.
