17 Puppies Rescued By Pennsylvania SPCA Over Welfare Concerns The Pennsylvania SPCA rescued 17 dogs including five unweaned puppies from a Lancaster County property over welfare concerns last week. Acting on a tip from a concerned citizen, the PSPCA removed 16 German Shepherd-type dogs and one Siberian Husky from a property on Bell Road home in Christiana last Wednesday, officials said.
