Chester resident Edward Keegan, 34, was arraigned on Tuesday, Feb. 25, in Orange County Court on an indictment charging him with two counts of second-degree robbery, second-degree assault, fourth-degree grand larceny, and second-degree unlawful imprisonment, Orange County District Attorney David M.
