The trailers will be deployed to fire departments in Binghamton, Elmira, Oneonta, Rochester and Rockland County, and should be ready for use early next year, lohud.com said.
The state Division of Homeland Security and Emergency Services said the foam trailers will be located in population centers along major rail lines and waterways, reported lohud.com.
Each trailer contains a foam concentrate that can be applied to roadways and oil by adding water, said lohud.com.
