Orangetown police said an officer on foot patrol reported seeing Derrick Lindsey, 35, speed down Cedar Street in Nyack around 3:36 a.m. early Sunday morning.
The officer said that Lindsey had pulled over and had run over a curb while he was parking his car.
Lindsey had to lean on other cars for support and also stumbled as he walked through a parking lot where he was confronted by the officer, police said.
Lindsey smelled of alcohol and his speech was slurred, police said.
After he failed field sobriety tests, he was charged with first-degree aggravated unlicensed operation of a motor vehicle and aggravated driving while intoxicated, police said.
Lindsey posted a bail of $240 and is scheduled to appear in Nyack Justice Court next month.
