About 4:20 a.m., Helena J. Yoo, 29, was stopped after allegedly being observed operating a motor vehicle while using a portable electronic device, the cellphone, police said.
Yoo allegedly failed field sobriety tests at the scene and was transported to Orangetown headquarters, where she also allegedly failed a breath test, according to police.
Yoo was allegedly also found to be in possession of a controlled substance as well as operating a motor vehicle in an intoxicated condition while her New York state driver's license was reportedly suspended based on an alleged previous charge of driving while intoxicated, police said.
Yoo was processed and arraigned, then taken to Rockland County Jail in lieu of $100,000 cash bail.
She is due to appear in Nyack Justice Court at a future date, said police.
