Thomas Noonan, 43,  was charged with DWI after the Orangetown Police Department received a report of an erratic driver in Tappan. Officers stopped Noonan and noticed the odor of alcohol on his breath, as well as glassy eyes and slurred speech, said Lt. Michael Shannon.

Noonan failed several field sobriety tests at the scene, and he refused to perform a blood alcohol test, Shannon said.

Following his arrest, he was released on $250 cash bail. He is due to appear in court on Friday, Nov. 11.
