Much of the discussion focused on the 1999 Olmstead decision of the U.S. Supreme Court ruling and new state and federal government policies that have made it difficult to provide cost-effective adequate housing.

Solutions were proposed from several attendees including Marion Breland of the Rockland County executive’s commission on behavior health; Dan Lukens of Camp Venture; Brigid Pigott, the Rockland County community liaison for people with intellectual and developmental disabilities, and Rockland's Mental Health Commissioner Michael Leitzes.
