Two Store Clerks Charged With Selling Alcohol In Dutchess Underage Drinking Detail Two store clerks have been charged following an underage drinking detail conducted by New York State Police. State Police carried out plain-clothes checks of 16 different Dutchess County retailers that sell alcohol on Saturday, April 27. These checks were conducted to ensure the retailers’ compliance with New York State’s Alcoholic Beverage Control (ABC) laws. The detail resulted in two arrests for ABC law violations: Police say Donald Millard, 22, of Pawling is an employee of Family Quick Stop, located at 8 West Main Street in Pawling.
