In a shocking case, a Hudson Valley town has charged a 34-year-old man with rape for allegedly assaulting children under the age of 11. Orange County resident Kelvin Dubon-Rivas, of Newburgh, was arrested on Thursday, Nov. 21, for predatory sexual assault against children and first-degree rape. Rockland County resident Luis Quinac-Morales, age 41, of Spring Valley, on Wednesday, Nov. 6, said Rockland County District Attorney Thomas E. Walsh.
