Legislator Joe Incornato (R-Wappinger) said women were more susceptible to sexual assault when they were under the influence of drugs at a June 9, 2016, meeting. In an email to a resident, Incornato doubled down saying that victims lose awareness or consciousness because they abused alcohol or drugs, "bad things such as sexual assault can occur," according to the Pougkeepsie Journal.

Incornato has apologized for the remark, while Dutchess County Legislators will discuss the issue at its Oct. 10 meeting. The comment was condemned by Chairman Dale Borchert. (R-LaGrange)

This could be the second censure of a legislator this year after Joel Tyner (D-Clinton) was censured for saying Robert Balkind, the county public works commissioner was "following orders...just like the Germans 70 years ago."

Tyner was protesting the county's takeover of the Poughkeepsie bus system.
