Man, 18, Sets Fire At Construction Site Weeks After Prior Arson Arrest In Hudson Valley: Police A Rockland County teenager has been apprehended in connection with a fire at a new construction site, marking the second time in a month he has been charged with arson, police said.  The arrest resulted from an incident on Thursday, Feb. 13, at around 7:30 a.m., when Spring Valley Police responded to 22 Memorial Park Dr. for a report of a structure fire, the department announced on Wednesday night, Feb. 19.
