Bridge 'Red-Flagged,' Immediately Closed To Traffic In Hudson Valley Traffic on a more-than-century-old bridge in Northern Westchester has been halted following the discovery of structural deficiencies, officials announced.  The Quaker Bridge, which carries Quaker Bridge Road over the Croton River in Cortlandt, was "red-flagged" and closed to vehicular traffic, Cortlandt town officials announced on Wednesday, Nov. 6.  The bridge, built in 1894, is owned and maintained by Westchester County.
