Hudson Valley Woman Nabbed On Animal Abuse Charges After Dog Dies A woman was charged with allegedly failing to provide necessary care after her dog died in the region.  Dutchess County resident Raysonia M. Owens, age 44, of Hyde Park, was arrested on Monday, Oct. 28, for animal cruelty in connection with the death of a dog on Tuesday, Sept. 3. According to Capt. John Watterson of the Dutchess County Sheriff's Office, deputies responded to the Hyde Park Terrace Apartments on Albany Post Road for an animal complaint and found the dead dog that possibly suffered the fatal injuries from a fall.
