Andrew Cuomo's approval rating is the lowest ever with more than half of New York voters viewing him unfavorably, according to a new poll released on Monday. Only 43 percent of voters statewide viewed Cuomo favorably, while 50 percent viewed him unfavorably, according to the Siena College poll.
