Sex Offender, Felon Charged With Shooting Woman During Dispute In Area A 43-year-old man has been arrested for allegedly shooting a woman in the leg who was standing outside his residence while he was in a fight with another man.  Ulster County resident William “Billy” Babcock, of the town of Saugerties, was arrested after he allegedly shot the woman, said Saugerties Police Chief Joseph A. Sinagra. According to Sinagra, Saugerties Police, New York State Police, and the Ulster County Sheriff's office responded to 2731 Route 9W to a 911 call reporting that a female had been shot in the Glenerie Flats area of Saugerties.
