Sheriff’s deputies say they saw Sylpha Alexandre of Nyack driving in an erratic manner and pulled him over.
Alexandre was taken to police headquarters where he refused to take a “chemical test,” Falco said.
The sheriff said Alexandre’s license had been suspended after a previous conviction for driving while impaired.
Alexandre was arraigned in the Town of Clarkstown Justice Court and sent to the Rockland County Correctional Facility on $1,000 bail.
He is to appear in court on Friday, Aug. 19, police said.
