ROCKLAND COUNTY, N.Y. -- An accident blocked the shoulder of a stretch of the northbound New York State Thruway in Rockland early Monday night.
The accident, reported just before 6 p.m., was at the Palisades Parkway interchange (Exit 13), with stop-and-go backups to Exit 11 (West Nyack).
