Man Charged With Taking Illicit Videos, Photos Up Women's Skirts In Area, Police Say A 73-year--old area man was arrested for allegedly using his cell phone to take photos and videos of women wearing dresses or skirts or "upskirting." Donald P. Fegan of Millbrook was charged Friday, Nov. 9, with five counts of unlawful surveillance after investigators found he used his cellular device to take the images and recordings, said Trooper AJ Hicks, spokesman for New York State Police.
