A Hudson Valley police department is continuing its investigation into unlicensed/illegal massage parlors and spas throughout the area, arresting three on this go-round of busts. The arrests occurred in Orange County on Friday, Aug. 9, and Thursday, Aug. 22, at several locations in New Windsor. The detail was conducted on Thursday, June 27, in Rockland County at Oceart Spa, located at 76 N.
