20-Year-Old Upstate NY Man Charged With Sexually Abusing A Goat An upstate New York man is facing charges for allegedly sexually abusing a goat. Shortly after 9 p.m. on Monday, Dec. 23, John Tibbles, 20, was arrested and charged with sexual misconduct following a complaint that was filed in his hometown, according to the Oswego County Sheriff’s Office. It is alleged that Tibbles had sexual contact with the goat approximately 40 miles north of Syracuse in Richland. Details regarding the alleged incident have not been released by investigators. A second teacher, who has since died, was also accused by one of the three with assaulting him three decades ago. RPM Raceway announced this week that it will be opening a new location before the end of the year in the Galleria, near the movie theater. It will replace K1 Speed, which shuttered its doors to members earlier this year. The company said that it will feature a “European-style” track, and its karts will travel upwards of 45 mph at top speed. A newly released report from syracuse.com evaluated the upcoming budget numbers for hundreds of districts in the Empire State to determine how much each is proposing to spend on each student. The report found that the average spending is approximately $19,155, with some districts spending as much as $152,539.
