16 Area Residents Charged With Impaired Driving Sixteen area residents were charged for alleged impaired driving by New York State Police troopers in the Hudson Valley. Local residents facing charges include:  Ulster County On Jan. 3, State Police in Ellenville arrested Lizette Andino, 31 of Napanoch, for DWAI Drugs. Troopers responded to a report of a female unconscious behind the wheel of a vehicle on Marl Road in the town of Shawangunk. Upon interviewing Andino it was determined that she was impaired by drugs and was subsequently arrested. On Jan. 3, State Police in Kingston arrested Fanny Prizant, 75 of Bearsville, for DWI. Sh…
