Bacteria levels from the HAB are nearly 10 times higher than the state health standard, water samples taken Monday show. Mario McIntyre of Spring Valley was stopped by police in Fair Lawn, NJ, before dawn on March 14 because of a defective problem with his lights, authorities said.
