Brian Stanislas of Spring Valley was arrested around 10 a.m. Saturday, Jan. 26 after Stony Point officers watched as he pulled out of the Budget Motor Inn, with the excessively tinted windows that obstructed his view and using an electronic device on South Liberty Drive, said Lt.
