Putnam Man With Four Warrants Caught With Heroin, Sheriff Says A wanted man with four active warrants was taken back into police custody after being stopped with heroin and paraphernalia during a traffic stop on Route 9 in Putnam County. A member of the Putnam County Sheriff’s Narcotics Enforcement Unit stopped Putnam Valley resident Richard Wulfhop in Philipstown on Friday, July 19, when he committed a traffic violation on Route 9. During the stop, it was determined that Wulfhop was in possession of an item used for intravenous drug use, narcotics packaging materials, and three glassine envelopes containing alleged heroin.
