Deputies assigned to the sheriff’s Narcotics Enforcement Unit collaborated with Putnam County Communities That Care Coalition to conduct 70 unannounced inspections of establishments licensed to sell alcoholic beverages.
The following were charged:
Brewster:
Albert Valiaparambil, 50, employed at J&P Retail
Southeast:
Xiao Lin, 27, employed at New Tuscany Wines & Spirits
Carmel:
Lolita Morales, 62, employed at Putnam Wine & Spirits
Walter Ramos-Perez, 25, employed at Putnam Wine & Liquors
Amy Plassman, 26, employed at Sterling Wines & Liquors
Sheila Ritchie, 34, employed at Messim Auto Service
Tina Silva, 21, employed at CVS Pharmacy
James Donofrio, 59, employed at Grapevine Wines
Patterson:
Thomas Cairney, 62, employed at Scotty’s Wine & Liquors
Deborah Schmeltz, 42, employed at State Line Food & Beverages
Putnam Valley:
Sing-Wai Cheung, 62, employed at Osca Deli & Gas
Philip Santiago, 49, employed at Lakeside Deli
Phillipstown:
Nelly Castro, 23, employed at Gulfmart
Each was charged with unlawfully dealing with a child in the first degree, a misdemeanor. If convicted, those charged could be sentenced up to one year in the Putnam County Correctional Facility and/or a $1,000 fine.
The New York State Liquor Authority may also include a possible suspension or revoke the liquor license of each establishment.
