A member of the Putnam County Sheriff’s Narcotics Enforcement Unit stopped Putnam Valley resident Richard Wulfhop in Philipstown on Friday, July 19, when he committed a traffic violation on Route 9.
During the stop, it was determined that Wulfhop was in possession of an item used for intravenous drug use, narcotics packaging materials, and three glassine envelopes containing alleged heroin.
Wulfhop was arrested and charged with criminal possession of a controlled substance, criminal possession of a hypodermic instrument and aggravated unlicensed operation of a motor vehicle.
While he was being processed, investigators at the Putnam County Sheriff’s Department found that Wulfhop had four outstanding warrants out for his arrest from the Town of Kent, New York State Police in Cortlandt, and White Plains. Each of those warrants were for failing to appear in court on drug possession charges.
The fourth warrant was from the Putnam County Sheriff’s Office for aggravated unlicensed operation of a motor vehicle.
Wulfhop was arraigned in the Town of Philipstown Justice Court and remanded to the Putnam County Correctional facility in lieu of $5,000 cash bail or $7,500 bond.
