Jassell Franco, of New York City, was arrested April 6 by members of the department's Narcotics Enforcement Unit after a deputy was able to arrange for the purchase of 150 bags of heroin, the department said.
Franco was nabbed while meeting the deputy in the Applebee's parking lot on Independent Way in the town of Southeast.
Franco was charged with felony possession of a controlled substance and felony sale of a controlled substance.
He is being held at the Putnam County Correctional facility on $10,000 cash or $20,000 bond.
