Officials recently arrested Franklin Evans III, 47, of West Main Street, Wappingers Falls, the Sheriff’s Department said.

He is charged with five felonies – three counts of criminal possession of a controlled substance in the third degree and two counts of criminal possession of a controlled substance in the seventh degree, court records show.

Evans had possession of illicit prescription painkillers – Roxicodone and oxycodone – along with heroin and the prescription sedative Xanax, on March 12, according to the Sheriff’s Department.

Sheriff’s deputies say they saw Evans sitting in a vehicle parked in an isolated part of a Kent convenience store parking lot, then spotted someone from a second vehicle approach his car.

The pair then engaged in some type of transaction, the Sheriff’s Department said.

Evans, who has been arrested 17 other times since 1988, is being held on $5,000 bail in the Putnam County Correctional Facility, court records show.

He faces future hearings in the Town of Kent Justice Court.
