Sullivan County Government Offices Closed Due To Storm Due to numerous power outages and downed trees, Sullivan County government offices will be closed on Friday, Nov. 22, with the exception of 24-hour facilities.  Snowfall totals in the county range from 3 inches (Woodbourne) to a foot (Callicoon Center). Man From Region Charged With Rape Of Children Under 11 In a shocking case, a Hudson Valley town has charged a 34-year-old man with rape for allegedly assaulting children under the age of 11. Orange County resident Kelvin Dubon-Rivas, of Newburgh, was arrested on Thursday, Nov. 21, for predatory sexual assault against children and first-degree rape.
