Dutchess County resident David Brooks Jr., age 22, of the city of Poughkeepsie, was picked up at his probation officer's office on Thursday, Oct. 5. Joan M. Darcy, age 71, of Wappinger, was arrested on Wednesday, April 7, and charged with manslaughter for the November death of the other woman. Luis Ixim-Coc, 21, was located and arrested by members of the Dutchess Count Sheriff’s Office’s Special Operations Division on Tuesday, Dec. 22, at an apartment in the Village of Millerton.
