Carlos Corte, 38, was arraigned Thursday on second-degree kidnapping and child endangerment charges, the Suffolk County District Attorney’s office said. Corte was first arrested on the day of the alleged kidnapping, Saturday, March 28, in Patchogue. Luís Alberto Marcatoma was working on a restoration project at the New Haven course on Aug. 21 when a downed power line electrocuted him, Yale Public Safety Chief Duane Lovello has said.
