The incident took place in Rockland County on Saturday, Oct. 22, 2022, in Haverstraw at the P&D Seafood restaurant at 9 Main St. Haverstraw police responded to the area of 9 Main St., on a report of shots fired in the area, said Capt. The incident took place on Wednesday, Sept. 7 on the Saw Mill River Parkway in Mount Pleasant.  According to the Westchester County Police, officers attempted to stop the teens after receiving notice from the state police they were driving a vehicle without a license. Raheem Hines, age 44, of Albany, was arrested Monday, May 16, according to authorities. Investigators said at the time of his arrest Hines had a loaded 9mm handgun, Albany Police said. His capture came nearly a week after the victim was found suffering from a gunshot wound to her abdomen inside her home on Partridge Street near Madison Avenue.
